		<description>What &quot;major concessions&quot; have been announced in Saudi Arabia? I am only aware of pay increases to the local populations, hardly a &quot;major&quot; issue in the world&#039;s biggest oil producer.
Also &quot;subnational executive&quot; elections sounds awfully broad, again I am only aware of an intention of holding something close to municipal elections, which have been repeatedly postponed from at least five years ago.</description>
